According to the California Bureau of Automotive Repair, the new diesel smog check requirements will only affect 1998 and newer vehicles with a gross vehicle weight rating of up to 14,000 pounds. What is Emissions, Is that the same as getting a Smogcheck on your vehicle?

Yes pretty much, emissions is a test cycle, also known as a 'smogcheck', it is a specified procedure for measuring pollutant emissions of engines. For emission measurements to be comparable for different engines in a category, the measurements are performed under a specific operating pattern, or 'test cycle' of alternating high, medium, and low engine load. The emissions test cycle should ideally reflect a 'normal' usage pattern concerning speed and acceleration. Realistic emissions test cycles are instrumental for the environmental integrity of emission standards. It was recently discovered that auto engine manufacturers would engage in 'cycle beating' to optimize emission performance to the emissions test cycle against which European vehicle emission standards were tested, with the result that real-life emissions would be much higher than expected, undermining the standards and public health.

The Emission Test cycles are typical tests for research and development activities on engines at automobile OEMs.

Emissions test standards are requirements that set specific limits to the amount of pollutants that can be released into the environment. Many emissions test standards focus on regulating pollutants released by automobiles and other powered vehicles but they can also regulate emissions from industry, power plants, small equipment such as lawn mowers and diesel generators. Frequent policy alternatives to emissions test standards are technology standards (which mandate Standards generally regulate the emissions of nitrogen oxides (NOx), sulfur oxides, particulate matter (PM) or soot, carbon monoxide  (CO), or volatile hydrocarbons.

What are pollutants?

A pollutant is a waste material that pollutes air, water or soil, and is the cause of pollution.
Three factors determine the severity of a pollutant: its chemical nature, its concentration and its persistence. Some pollutants are biodegradable and therefore will not persist in the environment in the long term. However the degradation products of some pollutants are themselves polluting such as the products DDE and DDD produced from degradation of DDT.

When to do a Smog Check and Where to Go

Every other time you renew your vehicle registration you must obtain a CA smog check certificate, a printout of your car smog test results and register your car within 90 days of your smogcheck inspection. Note: Six counties not mentioned above require smog certifications only within certain zip codes. These include: El Dorado, Placer, Riverside, San Bernardino, San Diego, and Sonoma.

5. Do I need a smog check for my Motor Home or RV?

Motor homes and RVs between six and 30 years old require smogcheck certification. Diesel-powered RVs are exempt.
Check the California DMV smog check certification page to find out more about the smogcheck requirements for your car smog. If you need to get your RV smogged, be sure to confirm with the smog check inspection station ahead of time so they can accommodate for your smogcheck on your larger vehicle.

4. How do I do a car smog check when moving to California?

Automobiles that burn fuel are a major source of smog, or visible car smog airborne pollutants. Smog is a health hazard, and in an effort to reduce pollution the state of California requires that all cars pass a CA smog check inspection. If your car fails the smog check, you cannot register it until after you make the necessary repairs. You can only do a car smog in California, as out-of-state inspections are not accepted.

EPA proposes major smog cleanup to protect health

WASHINGTON — The Environmental Protection Agency on Thursday proposed tougher controls on smog, a move that's expected to make a lasting improvement in the quality of the air that Americans breathe. The most common form of air pollution, smog is another name for ground-level ozone, which is created by chemical reactions between oxides of nitrogen and volatile organic compounds in the presence of sunlight. Found throughout the nation, smoggy air can reduce lung function and inflame airways, causing shortness of breath, chest pain, coughing and wheezing. Children are especially susceptible to problems from smog, as are people with chronic lung diseases such as asthma or bronchitis and heart disease.

When smog levels are high, asthma attacks and other lung problems increase. Studies have found that exposure to smog is linked to higher death rates. Smog also can harm healthy adults who work or exercise outdoors.

The Bush administration strengthened the car smog check standard in 2008, but scientists, including an EPA advisory board, said it didn't go far enough. The EPA's new proposal matches the advisory board's standard for health and adds a new standard that protects agriculture and forests. While the exact threshold won't be set until August, the new regulation will cut emissions from such polluters as industries and power plants that burn fossil fuels, vehicles, refineries and chemical plants. The EPA contemplates a health standard of 60 to 70 parts per billion of ozone measured over eight hours. The current standard is 75 parts per billion. The American Lung Association and other organizations took the EPA to court arguing that the 2008 smog level was inadequate.

Why car smog is harmful

The Obama administration's EPA said in September that it would reconsider the standard. "This may be the biggest decision the EPA makes this year," said Frank O'Donnell, the president of Clean Air Watch, a nonpartisan environmental-watchdog group. He called the announcement "a breath of fresh air from the government."

The American Petroleum Institute, an industry group, said there were no scientific grounds for toughening the standard and warned that doing so "could mean unnecessary energy cost increases, job losses, and less domestic oil and natural gas development and energy security." John Kinsman, the environment director at the Edison Electric Institute, an association of electric power companies, said in a statement: "We probably won't know for a couple of years just what utilities and other emissions sources will be required to do in response to a tighter ozone standard. States will have to cast a very wide net when targeting sources for emissions cuts, in part because utilities already have made substantial reductions in ozone-related emissions."

The EPA will hold a 60-day comment period and issue the final standards by Aug. 31. States would be required to meet the new health standard by 2014 to 2031, depending on the severity of their pollution problems. The new standard is estimated to save $13 billion to $100 billion in health costs and lost work time, depending on where the EPA sets the final standard. The agency said the estimated costs of implementing the new rules was $19 billion to $90 billion dollars.

The EPA also is working on tougher standards for mercury and sulfur dioxide.

1. I am buying a vehicle, do I need a California smog check?

Section 24007 (b) (2) of the Vehicle Code states it is the responsibility of the seller to provide a valid smogcheck test certificate at the time of delivery of the vehicle. There is no provision in the law to sell a vehicle "as is." Therefore the seller is always responsible for the smog check certificate even if they mention the car is sold "as-is" because the law doesn't recognize the "as-is" policy. If you are buying a vehicle, make sure to do a complete vehicle inspection and ask the seller for a smogcheck certificate. You will not be able to register your vehicle without it.

A CA smog check certificate is valid for 90 days.

2. I am selling my vehicle, do I need a car smog check?
